Registration Problem with PayPal

I have been frustrated by the illogical computerized registration to PayPal.
I’ve made multiple attempts to register an account in order to pay for items I desired to purchase, finding the form I completed is rejected via prompts that impossible to enter into the form Thus it would be appreciated if I could have a human being from PayPal contact me by telephone to assist me in registering an account but I have yet to hear from someone despite sending numerous emails and I can’t get through on the phone. I am starting to think if it is this hard to register how will it be using their service?
