Paypal charged my credit card without my authorization

Paypal charged my credit card without my authorization. Paypal first put a negative balance on my paypal account due to ebay holding funds for an item I sold that was going to be returned. Paypal did not wait for the item to be returned, just took the money from my credit card, which is of course illegal. I will be doing a chargeback and refunding the buyer on my terms.
