no product money has arrived

ordered product on 11/1/12 spreetsptyl for $29.00 no 4029357733 aus nothing has arrived but money has been debited from my bank account. need explanation, need product, or need refund. Paypal are supposedly safe and secure, please prove it and find my goods. Not happy. Trish
