Ripped off by iXiTools and PayPal
I bought some software from iXiTools and paid for it using my PayPal account. After I downloaded the software I was asked for a registration key. Well, iXiTools never sent me a registration key so I proceded to email them.
After sending 6 emails to them, I still had received no response from this software seller and I opened a case/dispute with PayPal. They did their investigation, and here is what their response was-

So apparently the seller did contact PayPal, but they did not contact me even after sending them several emails.
Now I have Software that cannot be used because it is asking for a registration key that I cannot get from the people who sold it to me. Why would the Buyer not respond to me?
Probably because they are as crooked as PayPal

iXiTools receives payment’s through a digital products marketing service named Plimus, as noted in the transaction information you provided. I checked out Plimus and they provide a customer support form on their website (when there is a way around PayPal, save yourself from a lot of frustration and always opt for it).
It has a field for “Non-responsive Vendor/Supplier”, iXiTools of course being the vendor of the software.
The Plimus customer service contact number is (866) 312-7733
Plimus is an accredited member of the Better Business Bureau, and they have an A+ rating. This is a good indicator of how well they respond to consumer complaints. If going through them directly does not yield any results, I would file a complaint with the BBB against Plimus since they are ultimately responsible for the vendors they provide payment processing services for.
According to the domain registration info for iXitools.com (listed below), this company is based out of Russia. Nothing personal against Russians mind you, but a lot of scams coming from that direction these days.
I also noticed there is no phone number listed on their website (who would want to pay that kind of long distance for customer support?). I personally would never purchase anything from a company that only offers email support or customer service.

I bought both Driver Updater Pro and Registry Cleaner Pro from IXITOOLS from Plimus last year and received registrations keys for them. I entered the keys several times even checking the digits and letters several times but they never went through their system. I emailed them several times even sent inquiries from their website about my problem but they never responded. I was not able to register the softwares using the keys they provided so I was never able to use them. I just wasted my money buying these thrash softwares which I did not even used at all. I now believed that this company is a fake trying to lure us to buy their products which do not exist at all. Just recently I tried to download again the free driver updater pro software and re-installed it to see what will happen and found out after installation that it is now Smart Tweak Software. So maybe they changed their name because of the complaints they are receiving and are trying to victimize unsuspecting software users once again. BEWARE AND DON’T BUY THIS FAKE SOFTWARE WHICH DON’T EXIST AT ALL.
Pay Pal froze my account for no reason. I got a limitation notice, asked to provide some documentation, and I did. They closed my account and are holding my money for 180 days. I am filing a small claims court case against them. I had only 100% positive feedbacks. They told me they did not like my “Buisness model”. I put stuff on ebay, sold it, paid through Pay Pal, and then shipped and got positive feedback. I had no complaints. Pay Pal is a rip off. I have been telling lots of people I know about them.
