Dispute process an unfair policy
READ AND HEED, PAYPAL has an inept dispute process.
An email response from PayPal-

respond concerns.Mr. Gerver, PayPal’s right to make a final decision is unconditional,
and was granted by you, when you created your PayPal Account and
affirmed every time you receive a payment.Pictorial evidence of the condition of the merchandise at the time of
shipment is irrelevant. We do not doubt that you sent the merchandise as
offered. It remains that it is the responsibility of the seller to
insure that the item arrives, as described, to the buyer, whether or not
they have elected to pay for insurance. This remains true if the
shipment is impacted by circumstances beyond your ability to control.If you have any additional questions or concerns, we can be reached at
